According to this site, "Circling over Shannon" is slang for being drunk. Apparently, Boris Yeltsin was arriving for a state visit to Ireland and his plane had to circle Shannon Airport six times while he sobered up.

From the one who shares your name, I'm afraid to admit that during a few unfortunate college and post-college incidents, "Circling over Shannon" could have been a few others euphamism for the same.

I thought the same thing about myself.
